All commercial banks operating in Somaliland adhere to standardized interbank cheque presentation and return clearing settlement deadlines.

Understanding Cheque Clearing in Somaliland

Cheque clearing is the process of moving funds from one account to another. To make this easier to understand, let’s think about a regular banking transaction, such as depositing checks.

The Clearing Workflow

The clearing process begins with the deposit of a cheque in a bank. The cheque (along with other cheques) is delivered to the bank/branch where it is drawn. The cheque is passed for payment if the funds are available and the banker is satisfied about the genuineness of the instrument.

Key Rule

A cheque must be properly signed, dated within the valid statutory timeframe, and drawn against sufficient cleared ledger balances.

Return Clearing & Realization of Funds

The cheques that are unpaid are returned to the presenting bank through another clearing called the Return Clearing. The realization of the funds occurs after the completion of return clearing and by the absence of an unpaid cheque.

Once the return clearing window has formally closed without objection, the deposited funds are irrevocably credited to the customer account.

Official 4-Step Consumer Dispute Resolution Protocol

If your financial transaction, fee deduction, or mobile banking request has not been satisfactorily addressed by your bank:

  1. Step 1: Direct Branch Inquiry — Lodge an official written inquiry with your commercial bank's branch manager and retain your ticket reference number.
  2. Step 2: Internal Bank Ombudsman — If unresolved within 5 business days, escalate to the accredited bank's Chief Compliance Officer or Customer Care Desk.
  3. Step 3: SLBA Consumer Secretariat — Submit a formal mediation petition via the SLBA Consumer Dispute portal (somalilandbanking.org/contact) with relevant transaction receipts.
  4. Step 4: Central Bank Regulatory Oversight — Final statutory arbitration through the Central Bank of Somaliland Supervision & Financial Integrity Division.
